MIEUX+ – Towards a New Alpine Logistics Model: Innovation and Sustainability for More Responsible and Inclusive Freight Mobility
The MIEUX+ – Towards a New Alpine Logistics Model: Innovation and Sustainability for More Responsible and Inclusive Freight Mobility – project is an initiative funded under the Interreg France–Italy ALCOTRA Programme, supported by the European Commission. The project brings together a Franco-Italian partnership composed of public authorities, research institutions, economic actors and innovation hubs.
Within the consortium, the Politecnico di Torino plays the role of scientific lead, with Dr Giovanni Zenezini as Scientific Coordinator, while overall coordination is entrusted to the Municipality of Chambéry. The partnership also includes institutional and operational stakeholders active in the involved territories, committed to developing innovative solutions for urban logistics.
With an expected duration of three years, the project pursues a dual strategic objective: on the one hand, transforming structural challenges in urban logistics into opportunities for a fair and sustainable transition; on the other, defining a methodological and operational model that can be replicated in other European contexts facing similar challenges.
Activities, Impact, and Results
In the context of ecological and digital transitions, MIEUX+ aims to strengthen the competitiveness and resilience of small and medium-sized enterprises by providing sustainable logistics solutions and more efficient, locally integrated distribution models. In particular, the project foresees the design, testing and validation of an innovative low-emission last-mile urban logistics model, inspired by the principles of the “15-minute city” and proximity economy.
From a methodological perspective, activities are structured along three main pillars: analysis and capitalisation, experimentation of innovative solutions, and impact assessment.
More specifically, the initial phase includes a cross-border comparative analysis of best practices in sustainable logistics already implemented elsewhere, followed by a diagnosis of logistics performance in the pilot territories. To support these activities, a shared system of key performance indicators (KPIs) will be developed, aimed at measuring economic, environmental and social impacts and ensuring comparability of results. This will lead to the development of a Transferability Guide for the adopted solutions, enabling the replication of the sustainable urban logistics model in other cross-border contexts.
The operational core of the project lies in the joint experimentation, in the territories of Chambéry and Cuneo, of integrated solutions for urban freight distribution. These include the development of light infrastructure, such as multifunctional logistics hubs, and the implementation of low-emission services, including cargo bike delivery systems, the use of low-impact vehicles, and digital platforms for optimising logistics flows and monitoring carbon footprint.
A distinctive feature of the initiative is the adoption of a cross-border governance model, based on structured mechanisms for dialogue and coordination among local authorities, research centres, and economic operators. This approach will help address regulatory differences between the two countries and ensure continuous adaptation of solutions to local contexts. To this end, MIEUX+ aims to establish a Permanent Cross-Border Observatory, designed to support a participatory, multi-level governance involving public administrations, the scientific community and the business sector.
However, the active participation of local SMEs represents a key success factor for the project. For this reason, MIEUX+ includes support pathways, participatory workshops, and training activities aimed at facilitating knowledge transfer and the adoption of developed solutions. In parallel with training activities, the project also intends to foster the involvement of local enterprises through a binational programme supporting innovative entrepreneurship, aimed at creating a shared pool of Franco-Italian start-ups specialising in sustainable urban logistics and low-impact solutions. In this context, the project involves the Business Incubator of Politecnico di Torino (I3P).
MIEUX+ therefore represents a strategic initiative for promoting more efficient, sustainable and inclusive logistics models, contributing to strengthening cross-border cooperation and aligning with European priorities in ecological transition, innovation and territorial development.
